Abstract

   After President Hoover assumed the Presidency, the US Navy adopted a new Strategy for constructing and expanding its Fleet, which was bolstered by the subsequent presidency of Franklin Roosevelt. His Election significantly boosted support for the Naval construction program, leading to the enactment of laws to enhance Naval funding. Meanwhile, New Labor in Britain implemented a fresh approach to its relations with the United States of America..
