المبعوث أو المراسل الملكي من المهن التي احتلت أهمية كبيرة وعُد أصحابها من ذوي الحظوة وقد احتل مكانة مرموقة بين أقرانه من الموظفين والعاملين في الدولة، وكان أصحاب هذه المهنة أشخاصاً يمتازون بمواصفات متميزة من حيث الكفاءة والمكانة الاجتماعية والقدرة على تحمل الصعاب، وقد زودتنا النصوص المسمارية بمعلومات كبيرة عن الدور الذي لعبهُ المبعوث الملكي والطرق التي سلكها والمواد التي تعامل بها، فضلاً عن الجانب الاقتصادي والاجتماعي والسياسي الذي كان محورهُ الرئيس المبعوث الملكي.
