Sarai is one of the most important metropolises established by the Mongols outside the center of the Mongol Empire in Mongolia. Saray, especially after its Mughal rulers embraced Islam, beginning with its third ruler, Baraka Khan, and presented a unique model in politics and administration based on a policy of consensus or what is known as a policy of mixing Mongol laws and Islamic beliefs
